Budget Committee
The Senate Budget Committee, along with the House Budget Committee, is responsible for drafting Congress' annual budget plan and monitoring action on the budget for the Federal Government. In addition, the Budget Committee has jurisdiction over the operation of the Congressional Budget Office (CBO). The budget resolution prepared by the Budget Committee each year sets out a broad blueprint for the Congress with respect to the total levels of revenues and spending for the government as a whole.
Senator Domenici has served on the Budget Committee since 1975, and was the Chairman of the committee for twelve years and Ranking Member for nine. Senator Domenici is the longest serving Republican Chairman in the committee's history. Being a long time member of this committee, Domenici has been a part of planning the Congress budget during the stressful times of the Stock Market Crash of 1987 and the unsteady time after September 11, 2001. One of his many accomplishments on this committee was when he authored the bipartisan Balanced Budget Act of 1997. Moreover, he is credited with developing many of the budget rules and procedures the Senate uses today. Throughout his tenure, he also helped craft the Credit Reform Act of 1990 and the Unfunded Mandates Reform Act of 1995. Another accomplishment was his help with the 1985 Gramm-Rudman-Hollings deficit-reduction plan.
